After Chase, Shooting, Two DC Men Apprehended in Morning Robbery

Two robbery suspects apprehended after a car chase and police shooting in the early hours of the morning.

Update: The officer involved in this morning’s incident near Snowden River Parkway in Ellicott City was PFC Russell DiAngelo, an 8-year HCPD veteran assigned to Northern District patrol. He is on standard administrative leave.


Howard County police apprehended two suspects early this morning, minutes after they reportedly committed a robbery at the CVS store in the 6400 block of Old Waterloo Road in Elkridge. One suspect was shot in the leg after an officer observed him display a weapon. The suspect ran from the scene, but was later found nearby. He was taken to a hospital and has since been released.



Police received a call for a robbery at the CVS around 3:20 a.m. in which Oxycontin, Percocet and cash were stolen. Officers quickly located the vehicle and attempted to make a traffic stop. The car fled and struck a curb, and the two suspects inside the car, who were the only occupants, jumped out. An officer observed one of the suspects display a weapon toward police, and fired his own service weapon. Jarkell Champion, 20, of Washington, D.C., was struck in the leg; he ran off and was apprehended approximately 30 minutes later. The other suspect, Titus Kittrell, 18, of Washington, D.C., attempted to flee but was quickly located and arrested.

The incident occurred near Snowden River Parkway and Route 100 in Ellicott City. Snowden River Parkway remains shut down from Route 108 to Route 100 for the investigation. Police are in the area searching for a weapon, which they believe may have been discarded by Champion as he fled.

Champion and Kittrell are both expected to go through the booking process at the Howard County Detention Center today.
